To establish a new business in Malaysia as a foreigner must register a sdn bhd company. After then, open a bank account either in local or foreign bank as bank policy and avalability. There are no other business licenses needed other than incorrporation a company subject to business natures. Signboard or trade license, export license and Vat licenses are not required also to commence a new business.
At least one shareholder is needed to form a new company and the said shareholder will be the director by law also. But, a local Malaysian sponsor, nominated director is requirred for opening bank account as banking policy, unless non-resident director hold working permission visa in Malaysia.
Usually incorporation process is completed by 5 working days unless server of registrar office is shut down or interrupted.

This amount is not fixed as it base on advisory companies and their policies. However, usually service charge range between 3500 to 5000 annualy. And, security deposit money might require in additionn subject to conditions of the advisory comapnies. Some times, foreign investors are required to ensure secirity deposit 4000-6000, one time refundable condition.
It is recommended to keep capital amounting Ringgit 4000 maximum initially. Later, investors can increase it as much as need by depositing said amount in bank. Capital Ringgit 500,000 is required only if the foreign director is interested to apply for working permit.
Either foriegn director shall have work permit or a Malaysian nominated director to be eligible of bank account opening application as bank policy in Malaysia. For information, it's much complicated and hard process of opening bank account in foreign banks and in a word, it's almost impossible.
